In order to select proper cable size you need to know the maximum fault current of the system and the duration of fault (length of time to permit protective relays and circuit breakers to clear the fault).

The above chart is from ASTM F855 Standard Specification for Temporary Protective grounds to be used on deenergized electric power lines and equipment.
The appropriate Copper ferrules will be selected on the cable size.
